Chuck Howard is the past President of Charles Howard & Associates,
Ltd. a consulting engineering company that he founded in 1975 to
stimulate research and development in the field of water resources
systems analysis and to bring the results into engineering practice.
Mr. Howard's career has combined the challenges of owning and managing
a successful specialized consulting engineering company, with a
life dedicated to innovation and advancement of his profession.
He retired from the company in 2001 and is now a senior advisor
on water operations and planning for water and power utilities,
provincial, state, and federal governments in Canada and the U.S.A. and the World Bank.
Chuck is the author of many engineering reports and articles in
technical journals. In 1998 the American Society of Civil Engineers
presented him their highest "water" honor, the Julian
Hinds Award for leadership and technical achievement in advancing
the state of the art in water resources management, and in 2000
he received Life Membership in the society.
Unpaid contributions to the profession include outside examiner on
university thesis committees, reviews of the US National Science
Foundation research program on semi-arid hydrology and service on many scientific committees of the US National Research Council.
He is currently an advisor to Seattle City Light on relicensing and continues to
provide technical workshops on river, reservoir, and hydropower operations for the World Bank and Natural Resources Canada.
Chuck is a registered civil engineer in British Columbia and Washington,
with a B.S. (1960) and an M.Sc. (1962) from the University of Alberta
and an M.S. (1966) from Massachusetts Institute of Technology.
